If the purpose of photo enforcement is public safety, then I recommend the less costly Dutch model. When I lived in the Amsterdam area in the 1980s there were traffic cameras everywhere, but only a handful of actual photo devices within the cameras. The photo devices were moved around regularly so you never knew if you were subject to a photo or not.
